Fluorescence is not a verdict. It is an observation.
The right response is not “avoid it.” The right response is “show me the diamond in more than one light.”
What fluorescence means
Some diamonds emit visible light while exposed to ultraviolet radiation. On a grading report, fluorescence describes the intensity of that reaction under specified UV conditions. Blue is the most common color in natural diamonds.
How to read the line on the report.

Why the internet made it frightening
Fluorescence became shorthand for risk because rare examples can look hazy or oily. GIA's published consumer information says the overwhelming majority of fluorescent diamonds do not show a widely noticeable appearance effect, and objectionable haziness is unusual.
When it can affect value
Market preferences can influence price even when a visual defect is absent. That can create an opportunity: a beautiful fluorescent diamond may be priced more favorably because buyers filtered it out before looking.
How to inspect it
View the diamond in natural daylight, ordinary indoor lighting and controlled jewelry lighting. Compare it with a similar stone without fluorescence. Look for transparency, milkiness, color impression and whether you actually prefer one.
Never reject a beautiful diamond because one line on the report frightened the search filter.
